Aleksey was born on March 23, 1948 in Sevsk, Bryansk Disctrict.

In 1966 Aleksey began his labor activity in Sevsk Transportation Office.
From 1967 till 1972 - the student in Bryansk Institute of Technology.
From 1972 till 1973 - the forest officer in the Zhelovsk Forestry of Kaluga Combine.
From 1973 till 1976 - the second, then first secretary of Peremishl District Committee AULYCL.
From 1976 till 1980 - the Chief of the Organization Department Peremishl District Committee C.P.S.U.
From 1980 till 1984 - the instructor of Kaluga Regional Committee C.P.S.U
From 1984 till 1986 - the listener in Moscow Higher Party School.
From 1986 till 1987 - in charge of the Kaluga Regional Committee C.P.S.U Sector, PartCom Secretary of Agro-Industrial Committee in Kaluga Oblast.
From 1987 till 1989 - Sofkhoz Director of "Detchinskiy" technical school of RSFSR Gosagroprom.
From 1989 till today - the Deputy Chief of the main territorial administration of the USSR State Logistics Committee, the Vice-President of OJSC "Kalugaglavsnab".
From 2001 till today - he is the General Deputy of LLC "Tashir Invest"
