Vladimir was born in Orel, on October 8, 1946.

From 1961 till 1965 – he studied in Engineering Technical School, specializing as a technologist.

From 1966 till 1968 – he served in the ranks of the Soviet Army.

From 1968 till 1979 – Vladimir worked in different organizations as: technician, design engineer, laboratory chief, head of department.

From 1971 till 1976 – he had extra-mural studies in the Institute of Soviet Trade, specializing as an economist.

From 1979 till 1982 – Vladimir was deputy chief of “Orelstroy” construction and erection department.

From 1982 till 1988 – he became the first deputy chief of “Orelsnabsbit” company.

From 1988 till 1996 – he was the deputy chief of the Main Territorial Administration of “Kalugaglavsnab” in Kaluga.

From 1996 till 2012 – the General Director of OJSC "Kalugaglavsnab"

From 2012 till now – the Deputy Director General of OJSC "Kalugaglavsnab"

On April 26, 2002 Vladimir was rewarded by the State Committee of Russian Federation for Construction and Housing Maintenance and Utilities Complex with “Honorable construction of Russia” badge.
